Yes County Steuben Street Address NYS Department of Transportation 107 Broadway City Hornell State NY Zip Code 14843 Duties Description CONSTRUCTION• This location (Region 6) is starting Phase 1 of a corridor project through the town of Hornell on Route 36 this spring. The total project cost will be approximately $75 million (one of the biggest projects ever in the area). The Professional Engineer will see all aspects of construction including paving, bridge work, sidewalks/pedestrian trails, signal upgrades, and installation of a new roundabout.• Work in the field as an Engineer-in-Charge, which would be the project manager of a contract from NYSDOT perspective, including but not limited to supervising field staff, review contractor submittals, estimates, change orders, and making constructability decisions that conform to NYSDOT specifications.• Work in the office as Construction Supervisor managing multiple contracts and Engineers-in-Charge, supervision of support staff, review contract change orders, and conduct project field visits.DESIGN• Develop and complete sealed engineering designs for transportation projects.• Direct supervision and management of engineers, technicians, specialists and analysts.• Train subordinate staff in advanced technical applications.• Prepare written technical material for capital projects.• Perform technical reviews and seal work of subordinate staff.• Coordinate and interact with customers, stakeholders and support staff in various functional units.*Assignments will be in one of the following areas: Structures Design, Highway Design, Consultant Management, Hydraulics, or Bridge Safety Assurance (Bridge Inspection Team Leader and/or Bridge Load Rating).TRAFFIC SAFETY AND MOBILITY GROUP• Assist the Regional Traffic Engineer in the delivery of the Traffic, Safety & Mobility (TS&M) program and participate in TS&M initiatives.• Review detailed design plans and contract documents for regional capital projects and highway work permit applications.• Manage the regional Traffic, Safety & mobility (TS&M) unit and TS&M• Coordinate with and represent the Department with the public, local governments, utilities, interdepartmental functional units and outside agencies.• Oversee the regional TS*M safety operations unit and design program which includes preparation of contract plans for traffic signals, pavement markings, guiderail and highway signs.PROJECT MANAGEMENT OFFICE• Consultant Acquisition; review design reports for compliance with federal and state regulations, environmental compliance with threatened and endangered species, hazardous material assessment, historic and archaeological resources, and wet land preservation• Review advanced detail plans and final plans for compliance with the environmental commitments of the final design report, engineering standards, Manual of Uniform Traffic Control Devices, Work Zone Traffic Control, as well as adequate sections, plans, profiles, drainage, sidewalks, bridge details and guide rail/median barrier details.• Review contract documents for compliance with state and federal requirements.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. The qualifications are:Open Competitive:Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).Notes1.
