Summary: The Program Administrator (PA) provides critical administrative and logistical support for the management and operation of a research animal facility. The PA will oversee ordering, receiving, and processing of supplies, manage per diem billing, maintain documentation, and assist with personnel processing. In the absence of the Project Manager, the PA is responsible for overseeing contract management operations. Responsibilities Essential Job Functions: Provide administrative support for the contract, ensuring compliance with operational requirements. Manage the ordering, receipt, and processing of logistical supplies, including feed, bedding, and facility equipment. Assist employees with in-processing and out-processing procedures specific to the contract site. Schedule employees for annual physicals and semi-annual Tuberculosis (Tb) testing. Maintain and file records and documents related to facility operations, regulatory compliance, and maintenance. Prepare and submit reports, logs, charts, and inventories as required by the supervisor. Manage the receipt and documentation of animals, ensuring proper processing of animal receiving information. Collect and process per diem billing for submission to investigators for payment. Interface with Veterinary Support Personnel (VSP) purchasing agents and ensure proper documentation is forwarded to the Resources and Operations Branch. Maintain facility documentation for immediate retrieval as needed. Provide contract oversight in the absence of the Project Manager. Qualifications Necessary Skills and Knowledge: Knowledge of ordering procedures for animal feed, bedding, supplies, and research equipment. Ability to calculate per diem billing and manage financial documentation. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Minimum Qualifications: High school diploma or equivalent. American Association for Laboratory Animal Science (AALAS) Certification at the Laboratory Animal Technician (LAT) level is required. At least three (3) years of experience in: Preparing per diem billing for an animal research facility. Ordering facility supplies and equipment. Maintaining facility documentation and records. Experience using general office equipment and facility management systems. Ability to work in an animal research facility environment. May require lifting or handling supplies related to facility operations. Occasional travel may be required for training or meetings. Preferred Qualifications: Bachelor’s degree in business administration, animal science, or a related field. Knowledge of federal and institutional regulations for animal research facilities. Familiarity with research facility operations, procurement procedures, and compliance documentation. Strong organizational skills and ability to manage multiple tasks efficiently.
