Responsibilities The primary purpose of this position is: To serve as the Senior Pandemics and Infectious Diseases (P&ID) Planner in the Directorate of Strategy, Policy and Plans; coordinate and integrate National, DOD and USNORHCOM planning for P&ID across the whole government; and execute DOD Coordinating Authority responsibilities for P&ID planning across all of DOD in order to shape the environment in support of DID and USG strategic objectives, and foster unity of effort across the USG. Executes responsibilities of the DOD coordinating authority (CA) for Global P&ID Planning. Coordinating with the USNORTHCOM Commander, Director and Decision Chief in planning, organizing, and overseeing the activities of the P&ID program. Serves as the subject atter expert (SME) for the P&ID mission and is the primary planner for the DOD Functional Campaign Plan (FCP) or P&ID, the USNORRTHCOM Response Plan for P&ID, and other Civil Support and Homeland Defense planning efforts. Requirements Conditions of Employment Qualifications (Con.) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (8) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of DOD authorities, its Civil Support and P&ID missions, and respective programs, including its functions and processes to accomplish DOD Coordinating Authority for P&ID, and coordination with USG agencies; mastery knowledge of Chairman, Joint Chiefs of Staff Joint Strategic Planning System processes; mastery knowledge of DOD strategies, policies and plans including, but not limited to, the Unified Command Plan, Guidance for the Employment of the Force, Contingency Planning Guidance, Joint Strategic Campaign Plan, National Defense Strategy, National Military' Strategy, and other National and DOD strategic guidance related to National security and P&ID; expert knowledge of the USG National Planning System and associated national policies and frameworks to include Presidential Policy Directive-8, National Preparedness, National Preparedness System, National Strategy for Homeland Security, National Incident Management System, National Planning Frameworks, Federal Interagency Operational Plans and associated operation plans developed by other Federal agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint operational doctrine and the relationships between the various combatant command missions and organizations. Knowledge of Joint Operation Planning and Execution System and traditional Military Decision Making Process, and skill in the application of joint planning expertise as it applies to assigned programs and strategic and long-range planning functions. Knowledge of the DOD, Joint Staff, and Services strategic planning documents and development processes of the Joint Strategic Planning System. Knowledge and understanding of P&ID to include DOD organizations and Federal agency missions, capabilities, organization and operations. Ability to lead a large, highly diverse group of mid to senior level military/employees from a wide spectrum of private, Federal agencies, departments, and various levels of government including state and local agencies. Leadership must be exhibited in an environment of competing agency interests, loyalties, and agendas, and must be exercised with extraordinary diligence and sensitivity, as the incumbent holds no supervisory authority in the traditional sense. In this environment, the incumbent must find a way to get this diverse group to work together effectively and productively to achieve the goals and objectives of interagency coordination and cooperation. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior USNORTHCOM leadership use and decision-making. Skill in preparing oral and written communications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
