PROGRAM ANALYST
Summary You will serve as a PROGRAM ANALYST in the AEGIS Technical Representative of AEGIS TECHREP. Responsibilities You will develop and/or refine policy and procedures for process improvement programs and drive industry best practices to improve work processes and increase productivity. You will identify funding resources from various resource sponsors. You will identify program resources e.g., manning, funding, equipment, to support varied levels of improvement projects for Program Office Memorandum (POM) submissions. You will assess the technical aspects of innovation projects to assign priority for budget and execution reports. You will lead staff to ensure planning, programming, budgeting, procurement, and life-cycle management of enterprise-wide innovation requirements are being met. You will manage performance of programs, projects, schedules, and budgets; conducts reviews of organizational management policies and implements process improvements. You will implement and practice methods to collaborate within the corporation, improves performance and systematically alleviate waste. You will collaborate with cross-organizational, cross-functional, multi-disciplinary teams to achieve rapid organization efficiencies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "executing studies to develop policy, procedures, or process improvements for new ship construction and post-construction availabilities to meet fleet operational needs for a combat systems design program." Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
