Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Renewable Energy and Regulatory Compliance (RERC) in Sterling, VA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Participates in the implementation of strategic planning and human capital planning initiatives in support of achieving the program objectives. Represents the renewable energy program in working groups and multidisciplinary teams of professionals to provide input on bureau policies and/or processes in relationship to the renewable energy program. Manages and provides oversight of policy/procedures development for renewable energy program. Evaluates the effectiveness and appropriateness of proposed new or revised policy directives. Participates in extensive gap assessments on cross-organizational business processes and creates recommendations to ensure smart business decisions support continuous improvement of all facets of the bureau's renewable energy program. Reviews and monitors legislative, regulatory, policy, and program documents or developments to identify policy risks and support consistency and alignment with Departmental, bureau and program practices, policies, delegations, and regulation. Participates in the analysis and development of office procedures to support the implementation of internal control findings and external audit recommendations. Reviews proposed procedures with regard to program objectives, technical feasibility, and effective management practices. Assists in the coordination and management in preparing, reviewing, improving, and maintaining Standard Operating Procedures, internal policy, regulations, and governance documents relating to Outer Continental Shelf (OCS) renewable energy program. In coordination with Renewable Energy and Regulatory Compliance (RERC) Program Director manage the delivery of various program support functions including budget management, administrative support, records management, property management, etc. to ensure continuity of operations. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.. Salary Range Information: GS-13: $ 117,962 (Step 1) - $ 153,354 (Step 10) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Preparing and providing strategic planning and program guidance for an organization. Collaborating with management in order to implement procedures. Managing the delivery of various program support functions such as budget and records management; AND Monitoring legislative, regulatory or policy developments to identify program risks.
