Program Analyst

This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnerships and Innovation; Innovation, Technology and Research Hub, at the U.S. Agency for International Development (USAID). Responsibilities Oversees the Research Division’s Monitoring, Evaluation, and Learning portfolio of activities, including mandatory reporting, verification of data accuracy, and coordination with other USAID bureaus and offices. Develops and maintains systems for collecting and analyzing data, conducts analyses to inform decision making, and proposes and implements meaningful ways to scale and/or expand the impacts of the Research Division’s programming. Analyzes and evaluates, through quantitative and qualitative methods, the effectiveness and efficiency of the Research Divisions programs in meeting established programmatic and Agency goals and objectives, and makes recommendations. Provides technical assistance to USAID colleagues and external partners on setting and carrying out monitoring, evaluation, and learning priorities that support the establishment, implementation, and evaluation of development objectives. Develops and adapts best in class monitoring, evaluation, and learning approaches; provides thought leadership within and external to USAID on monitoring, evaluation, learning and adapting for research-related activities and approaches. Adapts leadership and working style to a variety of situations through expert communication, negotiation, and interpersonal skills to effectively manage sub-team activities, set and track priorities, and resolve conflicts when they arise. Requirements Conditions of Employment Qualifications Specialized Experience: GS-13: One year of specialized experience which includes (a) Leading a unit's or organization's Monitoring, Evaluation, and Learning portfolio of activities; (b) Leading technical activities related to Monitoring, Evaluating, and Learning that support the establishment, and/or implementation of international development objectives AND (c) Collecting and analyzing data and confirming data accuracy to inform decisions and/or programmatic adjustments. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Education This position does not have a positive education requirement. Therefore, no transcripts are required. Additional Information Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
