Summary This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as the Explosives Safety Design Validation (ESDV) Program Manager in the Explosives Safety Operations & Readiness Directorate (N9) of the Naval Ordnance Safety and Security Activity (NOSSA). Responsibilities You will update policy and lead the Naval Sea Systems Command (NAVSEA) OP4 Configuration Control Board (CCB). You will manage the Explosives Safety Design Validation (ESDV) process for new acquisition platforms or shipboard weapons related design changes on existing (in-service) platforms. You will provide an independent and comprehensive review to verify afloat activities are capable to safely and securely handle and stow arms, ammunition and explosives. You will provide explosives safety inputs to platform program managers for afloat platform performance requirements and capabilities pertaining to the safe stowage and handling of arms, ammunition and explosives. You will analyze and validate ship specifications and standards as they relate to weapon system installations and their impact on adjacent spaces, associated fire protection, and all other shipboard equipment related to explosives operations. You will chair and execute Technical Interchange Reviews (TIR) to provide an explosives safety specific design verification of new acquisition platforms or in-service weapons related ship design changes. You will manage ship change documents related to weapons and weapons systems during the review process to ensure ship/weapon integration vulnerabilities have been mitigated to the lowest possible level prior to Fleet use. You will conduct reviews and analyze explosives studies and evaluations of existing standards and criteria for weapon systems on shipboard platforms to ascertain their adequacy, coverage, effectiveness and efficiency. You will monitor and evaluate emerging technologies in order to assess use in explosives safety related applications, and ensure innovative safety procedures are promulgated in a timely manner. You will monitor Shipboard Explosives Safety Inspection (SESI) reports, Conventional Ordnance Deficiency Reports (CODR) and Explosives Mishap Reports (EMR) for shipboard explosives safety application. You will review shipbuilding schedules with NAVSEA Ship Program Managers each FY to ensure NOSSA funding requirements in support of ESDVs are documented to update the NAVSEA Enterprise Planning System (NEPS) when required. You will provide input to support ESDV funding requirements based on ship program schedules. You will coordinate with financial managers to arrange cross-organizational funding through the Defense Travel System (DTS) to support ESDVs. You will coordinate with various Naval activities to plan ESDVs so as to not impact ship construction schedules. You will lead technical reviews of afloat platforms as directed and provide Fleet ordnance advocacy by defending explosives safety requirements when in the presence of those elements conflicting and competing for resources. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of a wide range of qualitative and/or quantitative methods for the assessment of an explosives safety program. Examples of qualifying experience may include (1) expert knowledge of explosives safety and occupational health laws, policies, regulations/standards, operational directives and methodologies, necessary to successfully implement explosives safety programs; (2) expert knowledge and experience with explosives safety principles and practices, techniques and procedures, regulations, and standards sufficient to identify and evaluate shipboard explosives safety hazards in a wide variety of ship classifications and recommend control measures for environments characterized by unsafe work practices with high potentials for mishaps; (3) expert knowledge of portable ordnance handling equipment, as well as installed handling systems, and the ability to recognize and articulate explosives safety concerns involved with the development of new, or modifications to this kind of equipment; (4) expert knowledge of ordnance policy requirements for explosives handling operations and personnel obtaining/maintaining the appropriate certification for those operations; (5) expert knowledge of explosives safety principles, practices, procedures, regulations and precedent decisions applicable to the development and implementation of new explosives safety regulations, criteria and policies encompassing storage, handling, maintenance and logistic support of explosives in both shipboard and shore-based environments. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
