Program Analyst
Summary This position is part of the Pantex Field Office, Department of Energy. A successful candidate in this position will serve as Program Analyst, providing expertise in the planning for programs and projects, which have a significant impact on the future direction of nuclear weapon production and the effort to meet national defense objectives. Responsibilities This closing date is being extended from 10/1/2024 to 10/8/2024. As a Program Analyst, you will: Administer, conduct, and coordinate long-range planning studies on behalf of the NNSA to assure that advance resource requirements are identified and consistent with future workload projections. Employ expertise of contract administration and task order contracting sufficient to review and analyze the contractor's budget presentation and to analyze portions specifically related to operational and technical requirements for national security programs. Manages and execute the budget for assigned programs; coordinate with other program managers and other NPO subject matter experts to understand and assess priorities; work with senior contractor management to develop a budget that balances the competing needs of the site and then assists in preparing and defending the budget to senior NNSA management. This includes analyzing and evaluating the contractor's Program Planning Budget and Execution (PPBE) and Annual Control Baseline (ACB). Complete work scope through: 1) interpreting and communicating programmatic guidance to the contractor; 2) participating with contractor management and others required to resolve problems and conflicts; 3) coordinating with senior NNSA staff to obtain an accurate understanding of Headquarters program guidance, policies, and priorities; and 4) functioning as the point of contact for the PFO to ensure that contractor operations are consistent with, and support, overall program objectives. Participate and contribute to the development of the annual Corporate Performance Evaluation Plan; manage the identification of contributing factors and site-specific objectives that will be most indicative of contractor performance; and make independent judgments about the adequacy of performance and submits independent recommendations for improvement. Use analytical skills and applies a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and systems. Communicate a broad range of concepts and facts effectively both orally and in writing. Communication competencies must be sufficient to prepare and present appraisal reports on multiple aspects of manufacturing processes, defense nuclear nonproliferation objectives, and nuclear programs. Evaluate and make recommendations to management regarding technical proposals pertaining to Contractor resources, allocations, and risk associated with programmatic decisions. Specialized experience for this position is defined as: Conducting at least three (3) of the following four (4) activities: 1. Reviewing regulatory compliance of programs consistent with industry practices. 2. Reviewing required guidance, program plans, and/or long-term strategies. 3. Identifying potential problems and issues with program management. 4. Reviewing risk management strategies on programs of varying complexity. Examples of Specialized Experience: 1. Reviewing regulatory compliance of programs consistent with industry practices such as assessments, audits, meeting internal/external guidance/regulations; 2. Reviewing required guidance, program plans, and/or long-term strategies such as strategic planning; 3. Identifying potential problems and issues with program management such as addressing audit findings, streamlining processes 4. Reviewing risk management strategies on programs of varying complexity such as bridging strategies, control/mitigation processes, identifying risks.
