Summary This position is in the Office of Land and Emergency Management, Office of Resource Conservation and Recovery. About: The Office of Land and Emergency Management (OLEM). This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Plan, organize, and carry through to completion strategic cross-agency and cross-program collaborations and evaluations of climate adaptation and mitigation program, and Agency policies that impact the hazardous waste industry and various materials management sectors. Develop and implement programs based on new or revised legislation, develop new program objectives or legislative and regulatory initiatives to facilitate achievement of climate change mitigation and adaptation goals, policies and priorities. Research regulatory and legal issues requiring national expertise (e.g. climate change science, adaptation and mitigation) related to the nation's materials management and hazardous waste industries. Perform or serve as project leader for cross-agency studies that are of significant interest to the public and the Government. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. #LI-DNI Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as providing leadership, oversight, stakeholder outreach, and technical expertise on resource conservation, recovery, and/or waste management; establishing and monitoring performance measures to assess the effectiveness, efficiency, and/or progress of an organization or a multi-disciplinary team; and coordinating activities or communications with multiple stakeholders. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of climate adaptation and mitigation measures and/or equally high-level agency policies impacting the hazardous waste industry and various materials management sectors. Skill in developing long-range and short-range program planning and strategy development for an office related to climate adaptation and mitigation and/or equally high-level agency policies. Ability to advise senior leaders on legislation and provide recommendations. Skill in written communication. Ability to collaborate with a diverse group of professionals and stakeholders. Knowledge of environmental regulations (i.e., Resource Conservation and Recovery Act, Toxic Substances Control Act). Skill in developing and reviewing regulatory policy and guidance documents. Ability to lead a team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
