Program Analyst
Summary The Program Analyst position is under a Veterans Integrated Service Network (VISN 21) Managerial Cost Accounting (MCA) Operations Manager. This position is assigned to one of three combined VA Medical Centers in VISN 21. The incumbent is a program analyst on the project team responsible for establishing, planning and directing the implementation and ongoing management of the Managerial Cost Accounting program. Responsibilities Duties for the Program Analyst, GS-0343-12, may include but are not limited to: Responsible in the maintaining and analyzing the DSS database. Familiar with all DSS modules, VA Conversion (VCNV), Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM), Daily Cost Resource Profiler (DCR) and monthly processing and audit steps for each of these subsystems. Requires close attention to detail and continuous maintenance of processing tools and databases to adhere to national standards/timelines. Coordinates audits Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM), and Daily Cost Resource Profiler (DCR) on a monthly basis. Provides different screens in the DDS Subsystems, know how to research what corrections should be made, and the ability to make the corrections. Reviews any validation efforts with services in the medical center and other MCA staff to show them the impact that their data can have on the medical center. Participates actively in the planning, establishing, and maintenance of DSS procedures and methods as requested by the MCA Operations Manager. Coordinates work with other MCA staff to insure accurate and timely documentation and submission of data to prevent problems in the DSS functions. Assist as a liaison between the MCA team and service lines within the medical centers which play a major role in the implementation and on-going maintenance of the DSS database. Utilizes various information systems to monitor and analyze DSS source data, MCA National Data Extracts (NDE's) or other datasets related to medical center operations. Retrieving data from a variety of sources such as the CDW, VSSC, Pyramid Analytics, DSS, and VISTA or other workload capture systems. Knowledges in all aspects of MCA, DSS processing and system maintenance, and MCA data analytics specific to an in-depth understanding of costing and productivity. Other related duties as assigned. Work Schedule: Full-Time, 8:00am-4:30pm PST. Flexible/other tour of duties may be authorized. Subject to change to meet the needs of the Agency. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Responsible for providing financial analysis and reporting support to multiple facilities in the Network. Responsibilities include implementation and development of multiple facility-wide financial analysis and reporting. Rollout of MCA resources in multiple facilities including training and education; and the application of MCA in of management analyses. Provides administrative and technical oversight necessary for accomplishing work of the program. Identifies system development issues and/or data capture issues (i.e., absence of data, quality of data, timeliness of data collection), develops and implements plans for addressing issues. Performs audits on a regular or as needed basis to ensure the accuracy of costing processes such as mapping tables, allocation tables, account masters, etc. maintenance processes. Provide updates on the project status to the VISN 21 MCA Officer, VISN 21 Operation Managers, medical service leadership and facility executive leadership.
