Program Analyst
Summary The position is located in the Bureau of Educational and Cultural Affair (ECA), Office of Private Sector Exchange, Office of Designation. The Office reviews applications from United States entities for designation as Exchange Visitor Program sponsors applications for sponsor redesignation to monitor sponsor’s performance, and adjudicates requests from exchange visitors for extensions of stay, reinstatements, and change of category, as well as conducts outreach to the exchange community. Responsibilities Serves as an expert advisor to officials on the implementation and evaluation of the office's programs and management services essential to its direction and operation. Provides staff guidance, policy development, and assistance in administering oversight of management issues to include planning and reviewing mission organization, and functions. Oversees the establishment and maintenance of EVPs. Plans, coordinates, and leads/conducts major analyses and studies that involve multiple ECA organizations, as well as departmental organizations. Determines the effectiveness, efficiency, and performance levels of the EVPs and/or establish new procedures and processes to improve use of resources and/or quality of services. Reviews and analyzes new legislation and Department of State (DoS) policies and regulations to determine the potential impact on EVPs. Represents the Office and EVP in meetings and conferences with the Department and organizations to explain organizational processes and policies. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. AT THE GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience assisting in the implementation and evaluation of an office's programs. Experience assessing procedural problem areas and recommending changes for improvement. Experience preparing and presenting reports and briefings on program status and recommended actions. There is no substitute of education for specialized experience for the GS-12 position. AT THE GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience implementing and evaluating an office's programs. Experience assessing procedural problem areas and recommending changes for improvement. Experience preparing and presenting reports and briefings on program status and recommended actions. Experience representing an office in meetings and conferences. There is no substitute of education for specialized experience for the GS-13 position.
