Program Analyst
Summary This position is located in the Office of Analytics and Innovation. This organization is responsible for developing, coordinating, conducting, and overseeing data analytics, statistical sampling, predictive and risk modeling, and data mining research efforts to support OIG's mission to promote economy, efficiency, and effectiveness and prevent fraud, waste, and abuse in USDA's programs and operations. Responsibilities Develops workload projections for the Office, recommends priorities in connection with long-range planning for OIG data analytics and research, and prepares justifications supporting team or project needs. Develops presentations and/or briefings on all aspects of the project, participates in phase, milestone, and final project reviews. Responsible for using a hybrid Kanban-Scrum collaboration framework. Oversees the design, implementation, and evaluation of an updated team workflow and collaboration framework that can be implemented across OAI. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. 52 weeks at the GS-13 grade level for consideration for the GS-14). SPECIALIZED EXPERIENCE FOR GS-14: Applicants must have one year of specialized experience comparable in scope and responsibility to the GS-13 level in the federal service or the private sector that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as mastery knowledge and skill of a wide range of qualitative and/or quantitative methods for the assessment and improvement of agency level plans and procedures such as managerial and program operations; and to evaluate program effectiveness plans and studies. Knowledge of CRISP-DM principles and procedures which can be used to create and manage successful workflows for analytics solutions. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
