Responsibilities You will serve as a Program Analyst for the Acquisition Manpower Training Requirements and Policy Branch, validating current and future manpower and training requirements for all acquisition, modernization, and sustainment programs. You will ensure manpower and training requirements policy and costs for acquisition and sustainment programs are accurately identified. You will lead the overall development, validation, and coordination of Navy Training Systems Plans by planning, documenting, and verifying program requirements for Acquisition Programs systems. You will identify solutions that improve readiness and capabilities, reduce manpower, and improve human performance through the development and implementation of program policies. You will conduct queries, analysis, and provide reviews of the impact of manpower and training decisions on Navy communities using Manpower and Training Systems. You will analyze, validate, and present acquisition program manpower and training requirements and decisions. Yu will develop capabilities that derive technical learning objectives from task analyses using industry data standards and job task analysis. You will analyze Manpower Estimate Reports and Activity Manning Documents to ensure manpower and training requirements policy and costs for acquisition and sustainment programs are accurately identified. You will analyze training plans, issues, and budgets submitted to reveal planned training solutions prior to transition to sustainment training. You will develop papers, presentations, and other communications on integrated training data for participation and delivery to working groups, steering committees, user forums, and conferences. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying principles and policies associated with the Department of Defense Acquisition System to manage Manpower Training requirements; 2) Utilizing qualitative and/or quantitative methods for the assessment and improvement of complex Acquisition, Manpower, and Training processes and systems; 3) Performing Program Analysis and Assessment Data Analytics for Manpower and Training programs; and 4) Developing and presenting findings and recommendations regarding manpower training requirements, procedures and policies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Although not required for the 0343 series a baccalaureate degree at minimum or Master's education-level program (or equivalent work experience and/or demonstrated independent study) that will enable the employee to effectively work with and/or manage activities related to acquisition, manpower, and training is preferred.
