Summary The incumbent serves as a senior level analyst assigned to the Supervisory Manager, who is the Executive Director OHT, in support of VHA's efforts for implementation of department initiatives. Major Duties: Develops and implements operating plans in coordination with VA's Administrations and Staff offices. Assists the ED and VA/VHA administration and staff offices in the daily execution and mentoring of operating plans. Works across the Department (VHA and VA) with program leads for each of the sub-initiatives to monitor the status of planned milestones and completion dates. Obtains up to date information and prepares comprehensive reports for VA senior management and oversight bodies. Assists in updating operating plans, researches issues, makes recommendations for improvement, and provides follow up actions to ensure completion of stated objectives/milestones, and for gaining the approvals to operating plans as part of the change control process delineated through OMR. Performs special projects as required by the ED and as assigned by the PDUSH and DUSHOM including enterprise cost accountability. You may qualify based on your experience as described below: GS-15 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Analyst GS-15 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-14 level in Federal service to qualify at the GS-15. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience: 1) Integrates efforts with stakeholders within VA, other Federal partners, and community organizations to advance VHA's strategic plan. 2) Provides executive leadership, strategic direction, and oversight for the transformation of health care services within VHA into Personalized, Proactive, Patient-Driven Care. 3) Creates a tracking and evaluation process to ensure VHA goals are obtained and measured for effectiveness towards desired outcomes, and for tracking the expenditures of VHA funds Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format), and grade levels for all Federal positions to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
