Summary The primary purpose of this position is to perform a wide range of functions including budget, allocation of funds, and program analysis, and provide management with the analysis of all costs, and utilizations. This position is located in the Fiscal Service under the supervision of the Accounting Officer at the VA Sierra Nevada Health Care System, Reno, Nevada. Responsibilities **Employee is responsible for having high speed internet, that is compatible with working remotely.** Major duties and responsibilities include but are not limited to: Responsible for reviewing and analyzing program trends and accomplishment and evaluating the effectiveness of current and projected programs. Develops program objectives and manpower, money, and material allocation recommendations for new actions. Performs internal financial management support services in the fiscal area of cost monitoring, performs reviews and reconciles Compensated Work Therapy, General Post Fund, and Personal Patient Fund programs, annual fiscal planning, and development of annual budgets, for the procedural and relationship aspects of organization(s). Provides routine financial advisory services for a major segment of the organization budget or for the total budget for one or more funds. Provides routine financial information, budget guidance, and advice to managers and staff. Develops, prepares, and presents a variety of reports, briefings, summaries, and fact sheets covering status of funds, commitments, obligations and expenditures. Analyzes statistical data and indicates trends to provide supervisor, other Branch Chiefs, and other management staff an overview of trends and status of performance versus established schedules and targets. Preferred Experience: Skill In applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning financial management processes, draw conclusions, and recommend appropriate action. Knowledge of commonly used financial methods, practices, procedures, regulations, precedents, policies, and other guides of the employing organization. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding. Knowledge of budget execution processes and financial practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Ability to present and recommend budget and/or financial adjustments, and to resolve funding problems with the groups serviced. Knowledge of financial accounting systems for monitoring the status of funds. Previous Fiscal experience At least 2+ years of accounting and budget experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management and organization principle & theories, including administrative practices and procedures common to the organization or area of responsibility. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree (Must be in a related field). Must submit a copy of transcripts if using education to qualify and transcripts must show the degree was conferred or awarded. OR, Combination: Applicants may also combine education and experience to qualify at this level. A combination of specialized experience as described above, but less than one year of graduate education as described under education. (To compute, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond one year by 18, add the two percentages.
