Summary The San Diego VA Healthcare System is currently hiring for a Program Analyst to serve as the Project Manager/Analyst for Facilities Management Service. The incumbent is responsible for the development, implementation and monitoring of projects/programs with significant scope or complexity related to facility improvement upgrades. Responsibilities Serves as a project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements. Development of a Project Management Plan (PMP) is required for each assigned project. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiates and integrates all station functions (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), customer needs, regulatory requirements and other agencies' commitments in support of assigned projects into a comprehensive management plan. Within this plan, integrates project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Responsible for obtaining and maintaining the OCAME and VISN corporate commitment to the management plan. Manages and coordinates the development and execution of capital project scope, budget and schedule and maintains the Capital Asset Inventory (CAI) and SCIP for designated programs/projects. Participates in station programming decisions affecting long and short-range courses of action for assigned projects. Provides input to the station operating budget related to projects assigned. Identifies strategies to resolve problems related to their assigned programs/projects. Establishes deadlines, oversees work production, communicates project status with clients and senior management. Coordinates and helps contracting officer in negotiations during project modifications. Resolves execution conflicts, coordinates project work that impacts hospital operations through direct coordination with all hospital services to mitigate impacts and integrate facility staff support as required oversight of projects that require unique approaches and constant adjustment to environmental conditions. Coordination will be required with regional regulatory agencies to ensure compliance and notification of operations that impact both regional emergency operations and fall within regulatory hazard oversight. Initiative and resourcefulness is required to ensure projects stay within budget, on schedule, and meets all performance requirements. This may require the application of new ways to accomplish results. Management settings will be both formal and informal. Manager will engage stakeholders from within the agency at the local through national level as it relates to influence impacting the project. Engagement will be required with stakeholders not within the agency to include individual Veterans, Veteran Services organizations, professional organizations and local, state, National governmental oversight and regulatory agencies. Coordination will also require engagement with contracted architectural/engineering contractors to include the US. Army Corps of Engineers and Naval Facilities Command. Project Management Services also includes Project Activation which includes but is not inclusive of oversight of space management move coordination, equipment budgeting and acquisitions, special impact projects, etc. Certification in FAC-II P/PM within one year of assignment is required. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Project Manager, Integrated Project Team (IPT) Design Manager, Contracting Officer Representative, Construction Controller. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
