Summary The Veterans Health Administration (VHA) expands the provision of patient care to various settings by utilizing innovative telecommunication technologies to enhance care coordination, access to care, and to routinely and proactively manage diseases to prevent healthcare crises. Programs that utilize telehealth for patient care coordination are administered in accordance with established VHA standards are consistent with VISN level and facility level policies and procedures. Responsibilities The purpose of this position is to provide administrative support that includes leadership and consultation, technical support, analytical and evaluative techniques, logistics, including the ability to identify, develop and/or support initiatives, which will enhance service delivery to Veterans receiving telehealth services. Duties include but are not limited to; Collecting and analyzing workload data, performance improvement data and assessment data using a variety of national, VISN, and local data bases. Collecting and analyzing telehealth and access data in collaboration with the GPM and clinical service lines in establishing areas of need and possible telehealth expansion. Coordinates and analyzes national, VISN and local data collection for the telehealth service line. Analyze financial and workflow impacts of proposed polices/programs and makes recommendations. Tracks and analyzes Telehealth program performance data to identify impact in regard to clinical outcomes and overall telehealth utilization. Develops workflow charts, graphs and internal mechanisms; too show trending data, workflow efficiency and program development. Serves as the POC for telehealth equipment vendors related to equipment ordering, technical issues, equipment refreshes and new equipment Telehealth Clinical Technician (TCT) training. Attends national and VISN technology meetings to be knowledgeable about deadlines and equipment updates. Serves as the IT Liaison for the telehealth program. Prepares recruitment documents for open Telehealth positions. Processes and manages employee folders. Promote and enforce compliance with telehealth targets, measures, metrics and policies. Tracks, creates and updates Telehealth Service Agreements as per policy. Transcribes minutes for all Telehealth program meetings. Performs other duties as assigned. Grade Determinations: The following criteria must be used when determining the appropriate grade assignment of candidates: You may qualify based on your experience and/or education as described below: GS 7 Specialized Experience and/or Education: One year of specialized experience equivalent to at least the next lower grade (GS 5) level. This is a developmental position, which provides overall operational and administrative management support. The incumbent must have the ability to apply skills and knowledge to routine and non-routine assignment, and adherence to basic policy and instruction. OR, 1 full year of graduate level education, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: A transcript must be submitted with your application. OR, Superior academic achievement, NOTE: A transcript must be submitted with your application. Or, Combination: Education and Experience GS 9 Specialized Experience and/or Education: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR, Master's or equivalent graduate degree, NOTE: A transcript must be submitted with your application. OR, 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, NOTE: A transcript must be submitted with your application. OR, Combination of education and experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-7 and GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Example: The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) You will receive credit for all qualifying experience, including volunteer experience. The full performance level of this vacancy is GS 9. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 7 to GS 9. Perferred Experience: Previous experience with data analysis of frequent Telehealth data sites such as Power BI, VSSC, and Virtual Care Scorecard. Experience auditing for quality. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to perform portions of the work.
