Summary This vacancy is only open to current Bureau of Energy Management employees. The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Office of Strategic Policy & International Affairs (SPIA), in Washington D.C. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Leads bilateral and multilateral international engagement on behalf of SPIA and BOEM. 2. Leads planning for external outreach projects, including the organization of domestic and international meetings with government representatives, constituent meetings, conferences, and other forms of external engagement. 3. Conducts policy, regulatory, and strategic analyses; monitors and analyzes relevant legislative, regulatory, policy, and geopolitical developments related to BOEM's portfolio; and advises and provides recommendations to the SPIA Office Director on offshore energy, mineral, climate, environmental, and international policy issues which have a significant impact on the bureau. 4. Drafts briefing papers, presentations, and other written documents to support the work of the office and inform senior BOEM leadership; and assists the SPIA Office Director with framing and advancing policies and strategies that support the organization in achieving its goals. 5. Represents SPIA and BOEM in internal and external meetings to ensure organizational, programmatic, and operational goals are met. The BOEM has determined that the duties of this position is suitable for telework and may be allowed to telework with supervisor approval. Salary Information: GS-13: GS-13: ($117,962 - $153,354) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience Requirement To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Draft briefing papers, reports, or other communication pieces for decision-making by senior and/or executive level leadership related to offshore energy, mineral, geology and/or environmental issues. 2. Conduct outreach and serve as a representative of an organization in meetings with external parties. 3. Conduct policy analysis and provide recommendations to improve or implement processes and/or policies. 4. Collaborate with technical experts to manage projects or initiatives. Must meet 3 out of the 4 above statements.
