Summary This vacancy is for Program Analyst position in the Decennial Contracts Execution Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, 0343-13, FPL GG-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Use program management techniques to develop, analyze, and evaluate new or modified program procedures, processes, policies, regulations, goals/objectives for assessing effective programs and/or management processes. Assist with needs relating to managing schedules, budgeting and reporting as they relate to contract needs to follow contract requirements, evaluate risks, benefits, relationships with other organizations and projects. Communicate orally and in writing to multiple audiences while preparing and maintaining program contract portfolio information to evaluate and advise on organization structures, methods, and procedures using formal and informal techniques. Analyze, evaluate and report on contractual progress as it relates to schedule, budget and risks to a Government Program Management Office and manage information requirements for the effectiveness of meeting established goals and objectives. Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service which is in or directly related to the line of work of this position. Experience for this position includes: reviewing program-related requests for modifications, proposals, and quotation documents; completing program management documentation (e.g. project schedules, evaluations, test plans, invoices, etc.) and maintaining related records including housing in a document repository; and researching and interpreting program risks, budget and/or finance guidelines, rules, regulations, and policies. Education: Education cannot substitute for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
