Summary About the Position: The duty location for this position is Rosslyn, VA. Student Loan Repayment: Maybe Authorized Advanced In-Hire: Maybe Authorized Recruitment Incentive: Maybe Authorized Advanced Leave Accrual: Maybe Authorized This is a Direct Hire Solicitation Responsibilities Plans, analyzes, and reviews major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System (MHS). Exercises technical and administrative oversight over a range of personnel responsible for planning, developing, monitoring, and controlling costs, schedules, performance, and risk mitigation strategies of MHS Acquisition Programs. Reviews, analyzes, and evaluates accomplishment of overall program by review or reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies. Identifies existing or potential problem areas and recommends or directs necessary corrective action of preventive measures. Develops, maintains, and coordinates a responsive program to assure availability or resources to meet established milestones and events for development and fielding of the system. Establishes project budget estimates and manages project, program, and contract budgets. Develops short and long-range plans and objectives for assigned systems/programs. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Program Analyst, NH-0343-04: Specialized Experience: One year of specialized experience which includes exercising oversight the program for planning, developing, or monitoring within the Health System; AND assisting to establish project budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). ***This is a Defense Acquisition Workforce (AWF) position.The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data fields in the header of the PD/PRD. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification must be met within 5 years. Advanced Career Level Certification must be met within 4 years. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
