PROGRAM ANALYST

The primary purpose of this position is to deliver agile combat support information solutions that enable the warfighter to achieve military success. Help our customers achieve their objectives through our technical and functional expertise. Shape and implement the DoD processes for the development, research, and renewal of integrated combat support systems. Responsibilities Reviews and evaluates government and contractor progress to identify program and financial problems. Provides technical expertise in the selection, gathering, analysis, and validation of program information to support studies, special projects, publications, etc. Provides Cost, Schedule, & Performance and Program Management support to include supporting development of program strategy, development, inputs of Statement of Work (SoW), and other planning and programming options. Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle. Helps the senior technical lead in the management and acquisition strategy for the assigned projects/programs within cost, schedule & performance baselines as directed by the Program Director. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying knowledge of a broad range of systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate the feasibility of systems development projects, and develop functional requirements and specifications as well as applying knowledge of complex data management concepts, principles, and methods sufficient to evaluate effectiveness of systems, develop and design programs, and to conduct performance-testing activities to optimize processes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. Knowledge of the relationship of the various command entities involved in overall program planning execution of operations and evaluations. Skill in designing and conducting comprehensive studies; and preparing solutions to resolve substantive problems/ issues of effectiveness and efficiency of work operations in major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
