PROGRAM ANALYST

The primary purpose of this position is to serve as a senior Program Analyst, applying knowledge of Air Force Services acquisitions implementation and execution to analyze, develop, evaluate issues, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency related to Services acquisitions resources, systems, and/or programs. Responsibilities Assists supervisor as a technical authority and analyzes, develops, and evaluates detailed plans, instructions, manuals, goals, and objectives for implementation and management of Air Force Services acquisition programs. Evaluates and recommends programs and processes to achieve strategic goals and objectives, and provides guidance and assistance to Center and tenant organizations on Services acquisition programs. Provides substantive management support in the areas of Division resource requirements and annual and multi-year fiscal planning (funded and unfunded). Represents the organization with a variety of agency, enterprise, and functional area organizations. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in comprehensive analysis of program activities to devise strategic solutions addressing complex issues related to operational effectiveness and efficiency within a major command program. This role involves conducting in-depth studies of organizational workflows and preparing sophisticated analytical reports, with the objective of delivering actionable insights to drive improvements in management processes and overall organizational performance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the organization and Center. Knowledge and skill in the application of DOD, Joint, and AF Services Acquisition principles, concepts, methodologies, directives, policies and guidance. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems. Knowledge and skill in applying a wide-range of analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations and processes. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. Ability to communicate effectively, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall organizational and Center goals.
