Program Analyst
Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Office of Offshore Regulatory Programs (OORP), Inspection Policy Branch located in various locations. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Serves as a key contact on all matters related to the bureau's Offshore Inspection Program. 2. Manages projects to analyze and evaluate (on a quantitative basis) the effectiveness of BSEE's regulatory program and inspection operations in meeting established goals and objectives. 3. Performs Internal Control Reviews and Managerial Control Reviews of Office of Offshore Regulatory Programs as indicated. Manages and uses database queries and other research results to identify risk-related and safety performance trends to prevent future incidents and improve BSEE inspection operations and regulatory oversight. 4. Manages projects and leads teams to analyze and improve the effectiveness of the bureau's inspection policy and guidelines, including its National Potential Incident of Non-Compliance (PINC) List and the planning and coordination of inspector policy discussions and training sessions at the bureau's National Inspectors Meeting. 5. Provides expert advice and input as a technical authority, including written and oral briefs and analyses to the Branch Manager for Inspection Policy and senior BSEE leadership regarding the bureau's national inspection program and all aspects of its inspection policy program management and implementation. 6. Prepares directives, briefs, and documentation for inspection policy-related projects, and makes presentations to explain the bureau's Offshore Inspection Program and associated policies. 7. Responds to internal and external data requests for inspection program data, OCS operational data, and risk data. The Burau of Safety and Environmental Enforcement (BSEE) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: Sterling, VA: (Step 1) $139,395 - (Step 10) $181,216 per annum. Houston, TX: (Step 1) $140,923 - (Step 10) $183,202 per annum. Jefferson, LA: (Step 1) $122,198 - (Step 10) $158,860 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Identifying complex problems/issues, analyzing solutions, and taking the steps to achieve resolution. 2) Developing policies, procedures, and/or guidance for inspection and enforcement of regulatory requirements for offshore oil, gas, or renewable energy projects. 3) Managing projects and leading teams to analyze and improve the effectiveness of inspection policy and guidelines and compliance with applicable laws and regulations. 4) Communicating complex issues, solutions, and data to a range of audiences, and presenting recommendations and advising leadership both orally and in writing.
