AVIAN is looking for a Journeyman Program Analyst to support our customer at Naval Air Warfare Center (NAWC) in Lexington Park, Maryland. This position supports AIRWorks SOCOM-MTUAS Project with the development and update of system acquisition and procurement requirements and artifacts. Efforts include analysis and recommendations for the procurement strategies, development, monitoring, and execution of procurement, revision/update of acquisition documentation and coordination of vendor contractual actions.

Responsibilities

Efforts include analysis and recommendations for the procurement strategies, development, monitoring, and execution of procurement, revision/update of acquisition documentation and coordination of vendor contractual actions. The analyst will be responsible for coordinating with technical leads to support pre-acquisition and post-acquisition strategy planning and implementation.  Candidate will support the MTUAS team with acquisition and procurement documentation.  Activities encompass procurement planning, Procurement Initiation Documentation (PID) package development, and coordination with MTUAS team members, vendors, and government contract team leading to contract award. The candidate will also support contract monitoring activities following award.

 

Tasks to be performed include:

Support of Procurement Initiation Documentation (PID) planning to include artifact development (RFP, SOW, CDRLs, GFE lists, etc…), PID coordination, and document updates throughout the procurement processUpdate and prepare Planning Conference (PPC) and Procurement Planning Agreement (PPA) utilizing Procurement Management Tool (PMT)Support the development and update of Acquisition Plans, ISTRAP, and MOPAS documentation.Support of cost estimates and justificationsDevelopment and updates of project spend plans in coordination with government budget financial managersDrafting of management plans, acquisition strategies, acquisition plans, and quality assurance plans as requiredSupport contract monitoring and reporting including tracking of CDRLs and product delivery schedulesSupport risk analysis of procurement/contract execution status within overall project objectives Qualifications Educational/Experience Requirements: Journeyman Program Analyst - A Journeyman level person within a labor category has 3 to 10 years of experience related to the functional duties (Procurement support) for that labor category and a BA/BS degree. A Journeyman level person typically performs all functional duties independently. Allowable substitution for a Bachelor's: 6 years additional relevant experience may be substituted for a Bachelor's degree. An Associate's degree, plus 4 years of additional relevant work experience may be substituted for a Bachelor's degree.

Desired experience:

Familiarity with the Navy Financial Compendium and NAVAIR/NAWCAD contracting processExperience with NAVAIR Acquisition Management System (AMS) SuiteKnowledge of Sole Source Justification and Authorization (J&A) process, Certificate of Urgency (COU) Need Statement, and Determination and Findings (D&F) inputsKnowledge of Simplified Acquisition Procurement (SAP), Rapid Acquisition Contract (RAC), Defense Logistics Agency (DLA) Order or MILSTRIP purchasesStrong written and verbal communication skills to inform managers and other stakeholders of resultsAbility to prioritize tasks and meet daily deadlines for projectsProficient in Microsoft Word, Excel, Share Point, and PowerPoint.Must be able to obtain and maintain a Department of Defense security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.Salary range:
