Program Analyst
Summary The Facility Telehealth Program Analyst is a full-time position that reports to the Nurse Manager/Facility Telehealth Coordinator (FTC) and is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) (VISN 6), Hampton Veterans Affairs Medical Center (VAMC), Hampton, Virginia. Telehealth services supports the continuum of patient care by utilizing innovative technologies to assist with day-to-day program operations. Responsibilities Duties include: The Telehealth Program Analyst position is required to monitor Telehealth and operations throughout the Hampton VAMC/Health Care System using state-of-the-art, clinical technologies and partnerships which provide access of care to Veterans. This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous, and remote monitoring; therefore, it is imperative that the incumbent is a subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (IT) platforms, processes, and systems that VA utilizes with which these technologies must integrate. Provides support to the Facility Telehealth Coordinator (FTC) and/or Supervisor in implementation of program technical initiatives, and implementation, management, and evaluation of all Telehealth and Connected Care technologies/applications, in support of the Facility Telehealth Program and in accordance with guidance, policies and procedures issued by the VISN and the national Office of Connected Care and Telehealth in VA Central Office (VACO). Maintains a working knowledge and serves as an SME for all Telehealth and Connected Care technologies, programs and reports. Expected to work independently to serve the needs of facility Telehealth and IT staff. Provides technical support and consultative assistance for the facility Telehealth programs, technologies, and systems. Keeps organized records of equipment; serial numbers; software configurations; distribution; utilization and operational statuses. Schedules and provides telehealth technology maintenance, readiness, reviews, and reports; provides downtime notice reports and maintenance due reports. Incumbent monitors the local Telehealth communications network activity. Uses qualitive research to understand concepts, thoughts, or experiences allowing the ability to gather in-depth insights on topics that are not well understood. Incumbent will research work processes (best practices) in various organizations to identify, analyze, and recommends solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. Utilize management principles and concepts to prepare fact findings presentations; assist in preparation for short and long-term management plans and ideas based on current and projected data. Creates reports based on that information that include a synopsis of the issue or proposal, background, problems identified (pros and cons) observations, options for change, and recommendations for action. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration and/or resolution of issues and problems; understanding of agency programs, policies, and objectives; accurately tracks, researches, and reports information to gather in-depth insights on topics, Utilize management principles and concepts to prepare fact findings presentations; assist in preparation for short and long-term management plans and ideas based on current and projected data, Uses MS Word, MS Excel, MS Outlook or other comparable e-mail, MS PowerPoint, uses the Veterans Health Information & Technology Architecture (VistA) and regularly uses SharePoint. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, LL.B., or J.D., if related (unofficial transcripts required). OR, Combination: Combination: Applicants may also combine education and experience to qualify at this level. Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
