Summary The incumbent works as a member of the National Data Systems (NDS) team, within the Health Information Governance (HIG) division within the Veterans Health Administration (VHA) Office of Health Informatics (OHI). The incumbent serves as a member of a team that provides information and analytical support for VHA leaders and works to ensure a high level of data integrity for national VHA analytical data systems. Responsibilities Duties include but are not limited to: Mastery of data management principles and practices through a thorough knowledge of health care operations including laws and regulations that govern health data, its use, release, and in some instances disclosure, to such groups as VHA staff, VHA and VA leadership, VA Open Data, VHA business associates, other government agencies, Members of Congress, and Freedom of Information Act Requests. Perform studies, reviews, and analyses of comprehensive health information in order to develop, analyze and prepare status reports and make recommendations for new systems, policies or programs. Identify the information and data needs to support and improve the evaluation of data collection. Proactively work with VHA colleagues and managers to identify data needs and develop information products to meet those needs. Work collaboratively within NDS, but also across VHA and VA, to initiate, develop, and execute projects in support of data needs. Exercise initiative and effectively to move complex projects forward while managing competing activities. Design and implement numerous data reporting systems for aggregating and displaying complex data. Evaluate and analyze, through statistical studies, the effectiveness of various VA programs in meeting established goals and objectives. Evaluate information and make recommendations for effective organizational changes, including those related to the collection and analysis of information. Produce analytical reports that are made available to a wide-variety of constituents, including oversight bodies and external stakeholders. Translate data into meaningful management information. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience: At least 2 years of experience in at least one variety of Structured Query Language (SQL); at least 1 year of experience in building or maintaining web applications that access custom back-end databases; at least 1 year experience using a programming language that is not SQL; and at least 6 months of experience with building structured reports that pull data from database tables; at least 6 months experience using source control. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and synthesize data from diverse data sources, produce reports, and display information in a variety of formats. Create statistical analysis and benchmarking reports. Extract data from corporate data systems to develop data marts or surveys to analyze information.
