Formed in 2017 to serve federal and commercial customers, CABS is 8(a) certified and has grown quickly into a leader in the federal IT and Training environment. The Program Analyst shall provide project and budgeting support for the Naval Air Warfare Center Training Systems Division. Responsibilities Formulate and execute Department of the Navy (DON) budgets to ensure warfighter's requirements are met accurately and timely. Assist program managers with tracking tasks, deliverables, schedules, and budgets. Help ensure readiness by participating in audits, program reviews, and process improvement. Ensure financial transactions are supported with proper documentation and in accordance with policy and internal control practices. Review funding execution documents and reports using available financial management systems. Ensure maintenance and retention of documents and files for audit and archival purposes. Perform budget planning and related execution tasks. Monitor the commitment, obligation, and expenditure of funding provided via funding documents and take steps to resolve any discrepancies identified. Complete annual Chenega and DoD required training as required. Record labor hours daily in the company’s timekeeping system as required. Travel up to 10%. Other duties as assigned. Qualifications High School Diploma or GED required. Bachelor's degree preferred. 3+ years of experience in financial analysis or budgeting, DoD preferred. Experience with Operation and Maintenance Appropriation funding and obligation procedures preferred Secret clearance required. Knowledge, Skills, and Abilities: Command of project management concepts. Familiar with a variety of the field’s concepts, practices, and procedures. Ability to work with a cross-functional team composed of information technology, human resources and/or training and education specialists, and management professionals. Proficiency in financial software and Microsoft Office Suite. Strong analytical and problem-solving skills. Excellent written and verbal communication skills. Must have extensive knowledge, skills, and abilities utilizing Microsoft Office products to include Microsoft Outlook, Excel, and Word programs. Maintain a high level of integrity. Ability to multi-task in a high-stress, performance-based environment. Ability to meet established deadlines. Ability to attend all customer in-person meetings and conferences as requested. Ability to communicate with others effectively both orally and in writing. Ability to travel up to 10%.
