Summary THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for a PROGRAM ANALYST, Position Description Number T5182000 and is part of the ND JOINT STAFF, National Guard. Responsibilities This position is located in an information management organization. Its purpose is to perform technical, life-cycle, trends, and cost-benefit analysis, develop information plans and programs for the state manage the information management internal controls program, analyze proposed changes to determine program impact, determine resource requirements, and perform budget management functions and administrative actions for the organization. Submits/adjusts obligation plans. Prepares management reports and provides funding status. Conducts audits of assessable programs, reviews findings, prepares reports and corrective action plans and monitors noted deficiencies. Develops regulatory and policy documents for the organization. Receives and reviews authorization documents. Provides administrative support to the division. Schedules meetings, conferences, and travel. Maintains division suspense/activity databases. Conducts research and analysis. Prepares briefing and reports. Represents the organization at meetings and on committees. Performs other duties as assigned Requirements Conditions of Employment Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. In order to qualify for this position you must possess: Specialized Experience: Possess one year of specialized experience comparable in scope and responsibility equivalent to grade GS 07 in the federal government or civilian sector. Experience includes 1)Executive level experience planning, coordinating, and executing business functions; 2)Experience analyzing, interpreting, and developing policies and procedures at the executive level; 3) Ability to function well in a high paced environment and at times stressful environment; 4)Experience prioritizing tasks, establishing / meeting deadlines, and problem solving efficiently and effectively; 5)Excellent verbal and written communication skills with strong organizational and attention to detail abilities to include the dissemination of sensitive information; 6) Applying analytical and evaluative techniques to the identification, consideration and/or resolution of issues and problems; 7) Accurately tracks, researches, and reports information to gather in-depth insights on topics; 8) Use of computer programs to create spreadsheets, documents, and presentations; 9) Use of automation to create and manage forms and workflows. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level (TRANSCRIPTS REQUIRED). Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
