ICF is currently seeking a Program Analyst to work on the OTIP/ORR Mission Support Project. The purpose of this project is to provide support to OTIP and ORR in meeting their mission goals. This support covers a variety of activities across multiple divisions within each federal program.
The Program Analyst will use his/her expertise to monitor and assess grantee performance and compliance, review programmatic data, support strategic planning, and review and create operational and program management system recommendations.
The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR and OTIP in order to meet ACF mission requirements.
The successful candidate will have a broad knowledge of project analyst duties and skills. The Project Analyst will report to a divisional or bureau lead for supervision and assignments.
Positions will be fully remote, onsite embedded in the client site, and hybrid.
Key Responsibilities:
ORR/OTIP Project Analyst responsibilities include:Collecting and analyzing information related to ORR/OTIP grant recipient performance of and compliance with federal requirements, management and oversight over grant recipients, programmatic data collection and utilization, resource management, and other subject areas as required by the Government.Reviewing information such as program documentation, monitoring and performance reports, and financial records.Supporting strategic planning and other agency initiatives and projects through research, analysis of program data, review of planning or project documents, and providing recommendations based on programmatic knowledge.Identifying risks, areas for improvement, and best practices for assigned subject area and providing recommendations to mitigate risk and improve program administration and operations.Reviewing implementation of new operational or program management systems and processes and providing analysis and recommendations on implementation efforts.Preparing reports, presentation materials, dashboards, standard operating procedures, and other deliverables as required by the Government.Presenting analysis and recommendations to federal staff as required.Basic Qualifications:
Bachelor’s degree in social work, public administration, or related field which requires an understanding of project analysis. 3 years’ experience in a similar role can be substituted for the bachelor’s degree. 1-year experience with ORR/OTIP grantees or federal programs.2 years of experience as a Program Analyst or in a similar analytical role.Minimum 1-year experience in data analysis tools and software (e.g., Excel, SQL, Tableau).Preferred Skills:
Master’s degree in social work, public administration, business, or other advanced degree in a related fieldExperience working for a refugee program.Knowledge of project management principles and practicesProficient in use of Smartsheet, Power BI, or similar applications.Professional Skills:

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$88,817.00 - $150,989.00DC Remote Office (DC99)
