Summary About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years. Responsibilities Serve as expert planner, analyst, and advisor to agency management on program issues for key agency programs. Develop operational guidance for subordinate activities and participate with management in long-range planning. Provide support and advice on reallocation of funds and funding levels due to changes in workload and/or mission. Develop recommendations for Program Budget Decisions, finance policies, and appropriations language or equivalent to support natural disasters or emergencies. Prepare a multitude of specialized budget summary reports for submission to the participating organizations. Direct and/or conduct cost comparison/benefit studies of current or projected programs. Evaluate financial management reports/data from office operations to analyze the organization's input. 2. Leverage knowledge of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned. 3. Anticipate potential problem areas to develops recommendations for solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
