Summary This position is with the U.S. Department of Labor, Occupational Safety & Health Administration (OSHA), within the Directorate of Enforcement Programs (DEP) located in Washington, DC. The full performance level of this position is GS-11. This position is inside the bargaining unit. Selectee will be expected to report to the office listed above. Current DOL policy requires on-site work at least 5 days per pay period. Responsibilities Duties for the Program Analyst position include, but are not limited to, the following: Analyzes activities and efforts for effectiveness in meeting and alignment with strategic goals and objectives. Provides oral communications sufficient to effectively represent the Directorate in a variety of settings such as meetings conferences, or task groups. Researches, analyzes, and evaluates source documents to support projects, assignments, and fulfill regulatory requirements of the office. Tracks and evaluates DEP current commitments, project and responsibilities. Examines level of effort, manpower, time, associated with directorate projects and programs. Provides written responses concerning DEP program related matters. Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for the GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07. Qualifying specialized experience for the GS-09 includes: analyzing and/or monitoring a variety of technical and administrative duties to ensure work products are timely and accurate; identifying problems and providing solutions based on research; performing reviews of completed work to ensure conformance with organizational policies. OR Education: To qualify based on education applicants must have a master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
