Program Analyst
Summary The Program Analyst serves as a member of a team that provides information and analytical support for leaders and field managers. The incumbent works independently and responds to requests for information, support, and collaborates with program offices as needed to manage critical aspects of field operations, design and development of information, analytic studies, reports, dashboards and scorecards. The incumbent develops and implements systems providing oversight of critical functions. Responsibilities Support the data analysis, product development and reporting needs, including the development of internal operational tools (like webhit and product satisfaction reporting) as well as tools to help leadership at all levels of the organization better manage the delivery of healthcare and associated business functions. Consult with internal customers and staff to understand customer needs, document requirements, develop solutions, both in conceptual design and technically coding/prepping the data and developing the tools, and ensure that the initiatives being delivered are of a high standard in terms of fit for purpose, design and code. Analyze, design, development, testing, maintenance and support of products built using Microsoft Business Intelligence (BI) Suite, including Integration Services, Analysis Services, Reporting Services, Pyramid Analytics, .NET Applications, and all associated Extract/Transfer/Load (ETL) activities to prepare the data, apply business rules and quality assurance, and stage the data for reporting. Exercise initiative and to collaborate effectively with its field and program office stakeholders as well as field users of products developed with complex and competing activities such as constant changes to the technologies used and increased and competing demands for more products to be developed. Independently, designs and implement data reporting systems like Reporting Services Reports, OLAP cubes and subsequent front end tools for interacting with the cubes (i.e. Pyramid Analytics), or .NET applications for retrieving and displaying statistical data from various VA databases and sources on the VSSC website or on our internal portals. Design and implement national studies and analyses and performing analytical and evaluative work related to specific content areas for which the VSSC Management team is responsible. Design and develop national tools and knowledge products, including surveys, databases, and reports, etc. like the Emergency Medicine Management Tool, Integrated Flow Management Tool, various Statistical Process Control and G-Chart tools on Clinical Quality metrics, and many others. Collaborate with field leaders to identify needs and develop information products to meet those needs like Utilization Management, Financial Management, Patient Flow, Quality Management, Workload Capture, and Business Operations. Evaluate data from the various VA data systems and make recommendations to our stakeholder partners as to the availability, quality, and usability for effective organizational changes, including those related to the collection and analysis of information. Produce analytical reports and studies that are made available to a wide-variety of constituents, including oversight bodies and external stakeholders such as Office of the Inspector General (OIG), Government Accounting Office (GAO), Office of the Medical Inspector (OMI) and numerous contractors trying to better understand VHA activities. Translate data into meaningful management information by defining business rules, working with stakeholder on needs, data cleansing strategies, metric and goal definition, and report development for recurring delivery to our customers on the VSSC website. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Designing and developing national tools and knowledge products, including surveys, databases, and reports associated with clinical cohorts, clinical services, disease screening, detection and prevention, clinical quality metrics, patient care, panel management and patient populations, and business and management operations; 2) Translating data into meaningful management information by defining business rules, working with stakeholder on needs, data cleansing strategies, metric and goal definition, and report development for recurring delivery to customers; 3) Analyzing, designing, developing, and validating products and projects assigned; 4) Collaborating internal and external organizations to standardize, harmonize, and converge on the design, validation, deployment and maintenance of data, information, analytics, and reporting; 5) Identifying, extracting, collecting, analyzing and managing of data and information from a wide variety of internal sources.
