Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst. Duty Location: Boise, Idaho, Heyburn, Idaho, Location Negotiable After Selection, United States, and Yakima, Washington Duty locations restricted to: Yakima, Washington Boise, Idaho Heyburn, Idaho Responsibilities The primary duties of this position are: The purpose of the work is to serve as a focal point for the leadership and coordination of assigned WaterSMART Programs, Water Resource Planning activities (including Special, Appraisal and Feasibility Studies; XM Justification Reports; General Planning; etc.), or technical assistance projects. The assignments involve identifying and analyzing issues and developing recommendations to resolve substantive problems or implementation of changes that affect the efficiency and effectiveness of work operations of assigned programs and projects. Personal contacts include public and private professionals from a broad range of disciplines; officials from other Federal agencies; legislators and members of their staffs (both state and Federal); and representatives of state agencies, water user organizations, Native American Tribes, and public interest groups. These contacts are established on a regular basis and occur in a variety of locations. Assists with gathering and assessing Reclamation's budgetary needs. Monitors expenditures and requests funding for new initiatives and activities from Reclamation's programmatic budget and other agencies, funding sources. Serves as a representative on water resource issues in a wide range of workshops, conferences, meetings, and public speaking engagements. Provides knowledge of WaterSMART Programs, Water Resource Planning activities, or technical assistance projects sufficient to prepare, review, and/or present technical papers for publication in technical journals and conferences. Responsible for directing the activities necessary for planning, development, implementation, and evaluation of studies and data collection efforts. Participates in related investigations involving municipal, industrial, and irrigation water supply; advanced water treatment; water reuse; water conservation; drought management preparedness; and water management. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience in compiling, analyzing, and summarizing budgetary and other information; coordinating with a variety of technical and administrative specialists to obtain relevant information; assessing and evaluating the effectiveness and efficiency of projects and programs; and obtaining, compiling, and summarizing information and quantitative data for use by others. *OR* You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to perform the work of the position, *OR* LL.M., if directly related to the position being filled. *OR* You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience. Specialized experience at this level is defined as performing as a subject matter expert in WaterSMART Programs, Water Resource Planning activities, or other technical assistance projects which may include developing, executing, coordinating or monitoring complex, technical programs or projects. Is able to develop, implement and train employees on the actions of the assigned programs or projects. Preparing narrative briefing papers suitable for a wide range of audiences. Is able to perform and communicate in writing or verbally in an effective way with employees and managers on topics related to WaterSMART Programs, Water Resource Planning activities, or other technical assistance projects. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society.
