Program Analyst

Visit www.atf.gov Responsibilities This position is located under the Office of Human Resources Operations Division in Location Negotiable After Selection, United States. Selectee will have to report to the nearest local ATF Field Division. This position supports the mission of the HRPD Directorate, the Human Resources and Operations (HRO), and Executive Services program. The Executive Resources Program mission is to make selections for all Bureau competitive supervisory positions at the GS-14 and GS-15 grade levels through a consistent merit-based process. Duties: GS-09 Planning, directing and coordinating the special agent promotion assessment process activities. Participating in a variety of studies, analyses, and evaluations to identify needs and evaluate operations and programs pertaining to HRPD. Providing recommendations on overall Bureau policy matters as they relate to the Merit Promotion Boards. Using personal computers and knowledge of office automation systems such as word processing, database and spreadsheet software, and project planning software to enter, store, and retrieve a variety of data and to prepare a variety of reports. GS-11 Participating in a variety of studies, analyses, and evaluations for which the purpose is to identify needs and evaluate operations and programs pertaining to HRPD. Participating in meetings, conferences, and presentations concerned with the branch's programs and projects. Locating and reviewing files, and as necessary, contacts other offices and/or outside sources to obtain needed information. Organizing and summarizing information for the branch or division chief to use in meetings or conferences. GS-12 Working directly with senior executives, chiefs of staff, and other directorate representatives to obtain MPB members, develop interview questions, and arrange for individual and/or multiple MPBs. Serving as a consultant to Bureau managers on the MPB and its policies and procedures and provides accurate and reliable information concerning the MPB policies and procedures to other Bureau offices, managers, and representatives of outside entities. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include: To qualify for GS-09 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-07. Specialized experience include: GS-09 Monitoring and managing actions for the Merit Promotion Boards and Executive Resources Boards; AND Accessing information from systems, databases, and spreadsheets; AND Preparing and maintaining status reports of ongoing actions; AND Coordinating panels with senior leaders. OR Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR A combination of education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. To qualify for GS-11 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-09. Specialized experience include: GS-11 Applying knowledge of qualitative and quantitative techniques, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical program operations; AND Collecting data and establishing analytical techniques to gather and analyze narrative and statistical data; AND Communicating orally and written to exchange information to conduct fact-finding and convey findings, etc. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. To qualify for GS-12 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11. Specialized experience include: GS-12 Applying qualitative and quantitative techniques to analyze and measuring the effectiveness, efficiency, and productivity of administrative and technical program operations; AND Conducting studies to perform analysis of various MPB program-related data.
