Summary This position is with the U.S. Department of Labor, Occupational Safety & Health Administration (OSHA), within the Directorate of Cooperative and State Programs (DCSP), in the Office of Outreach Services and Alliances in Washington, D.C. This position is at the full performance level. This position is inside the bargaining unit. This position is not remote. Selectee will be expected to report to an area office. Current DOL policy requires on-site work at least 5 days per pay period. Responsibilities Major duties for the Program Analyst position include, but are not limited to the following: Provides technical support to assigned Regions on the implementation of the Alliance program policies and procedures. Represents the agency at meetings of labor organizations, trade and industry associations, and other groups interested in occupational safety and health. Drafts and recommends revisions to existing programmatic (Alliance) policies and guidelines. Reviews and monitors Agency and Departmental policies and guidelines to determine impact on Alliance program and assigned Alliances. Coordinates Alliance Program requirements and activities related to assigned participants and as a liaison to regional and other field staff. Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12.Qualifying specialized experience for the GS-13 includes: managing relationships with external organizations and entities that represent a regulated community (e.g., trade associations, labor organizations, etc.); sharing agency data, outreach, and compliance materials related to safety and health programs. Education Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
