PROGRAM ANALYST
Summary You will serve as a Program Analyst in the New Construction Aircraft Carrier (CVN) Program Office of PROGRAM EXECUTIVE OFFICE CARRIERS. Responsibilities You will manage the acquisition of project requirements and engage peers and other competencies in cost, schedule, and technical facets of new construction project requirements. You will provide long-range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas. You will practice accountability of project management through the phases of system acquisition and sustainment, as applicable, while ensuring combat-ready aircraft carriers are delivered to the warfighter. You will report to the Principal Assistant Program Manager for CVN 80/81 Production, and you will be responsible for project-level management required to establish project priorities and milestones. You will lead in the development, organization, analysis, execution and monitoring of planned requirements at the project level. You will develop evaluation plans, metrics, procedures, and methodology as a result of studies performed. You will the lead the coordination and resolution of issues associated with the processing of contract change order information. You will develop and track to completion mitigation plans that address aircraft carrier construction improvements. You will be responsible for the management of contractor Integrated Digital Shipbuilding (iDS) activities to include technical and programmatic oversight. You will identify and resolve highly complex problems and issues that cut across organizational boundaries, and implement strategic plans. You will assess strategic direction for resolution of mission critical issues, policies, and procedures. You will manage risks associated with program/project management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing program operations or requirements (e.g. metrics, processes, costs, funding, performance, schedules, or contracts) to develop or recommend strategies, improvement initiatives, or project plans/priorities for the design, construction, modernization, or maintenance of surface ships.
