Program Analyst
Overview i3 has an exciting opportunity for an Program Analyst to support the Naval Research Laboratory, Tactical Electronic Warfare Division. The TEWD's mission is to protect the warfighter from emerging threats by advancing electronic warfare (EW) through RDT&E of current and future technologies. While the location states Washington, DC. There will be some travel to an Arlington office as needed. Responsibilities + Classifies, monitors and summarizes financial data for the preparation and submission of reports on a recurring basis. + Provides cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses. + Conducts research, evaluations, analyses, and studies, and presents recommendations/solutions related to short and long-term program planning requirements. + Develops high level program briefs that detail program mission, status, schedule and financial requirements and execution. + Detailed analysis and formulation of annual and multi-year budget estimates for sponsor organization. + Provide advice, assistance and guidance on budgeting and related information. + Other duties as assigned. Qualifications + Bachelor’s degree and 5 years’ experience + Knowledge and/or experience may be required in, program and logistics management, financial management, cost estimation, or risk management. + Skill in accessing budget information/database systems, analyze and quality check data. + Active Top Secret clearance required. + U.S. Citizenship is required. Knowledge/Skills + Strong writing skills, ability to understand and clearly convey complex technical data. + Exceptional judgment capabilities and relationship management skills. + Excellent communication, teamwork, and client service skills; ability to clearly communicate in discussions and written documents, and to deliver feedback clearly and tactfully. + Interact with a diverse array of customers and staff in a professional and courteous manner. + Work independently with accountability for accurate and complete results. + Be extremely organized and exceptionally detail oriented. Security Clearance + Active DoD Top Secret. The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. + Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. + Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion. Regular and punctual attendance is required.
