PROGRAM ANALYST
Summary As a Program Analyst in DCSA's Personnel Security directorate, the incumbent will analyze and improve security processes, collaborate with stakeholders to protect national security interests, apply analytical and problem-solving skills, and assist leadership through innovation and creativity. Responsibilities As a PROGRAM ANALYST you will be responsible for the following duties: Develops and updates regulations, instructions, or procedures and program guidance that govern the various DCSA investigations program operations. Conducts analytical studies and assessment of as well as gather data in support of policy development, product development, information technology integration and process improvement projects involving DCSA, external customers, to evaluate and recommend improvements. Performs Modernization and maintenance of record-keeping in support of agency executives. Authoring of communication to directorate's employees and its stakeholders on behalf of agency executives. Compilation and analysis of feedback regarding changes in policy, procedure, and/or agency climate. Conducts studies, research and analysis of the DCSA investigations, adjudications, and vetting programs and make recommendations on programs and procedures. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-11) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Overseeing administrative, organizational and records management procedures, processes, and operations for a complex program. Reviewing changes in technology, policy, standards, and/or operational procedures within a executive level program supporting multiple offices/directorates. Utilizing investigative, analytical, and/or statistical systems of record ensure agency standards/criteria meet mission. Authoring, preparing, and gathering background material, reports, and documentation for management of operations in support of agency executives. Specifically you will be evaluated on the following competencies: Business Analysis-Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning and policy development. Information Management- Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Creativity and Innovation-Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Writing- Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
