PROGRAM ANALYST
Summary THIS IS NOT A REMOTE POSITION. THE DUTY LOCATION IS SEATTLE, WA. About the Position: Serves as Program Analyst in the Management Support Section with responsibility and authority for the formulation, justification, and execution of the Seattle District's participation in Civil Works programs: Operation and Maintenance General (O&M), Bonneville Power Administration (BPA), General Regulatory, Flood Control and Coastal Emergencies (FCCE), and National Emergency Preparedness Programs (NEPP). Responsibilities Develops plans, procedures and instructions for formulating and justifying the Seattle District’s Operations and Maintenance General, General Regulatory, FCCE, and NEPP programs. Negotiates desired changes in programming data (i.e. modifications, deletions, and additions) with appropriate staff before submitting to Office Chief. Prepares draft and final justification documents that go to the office of Management and Budget (OMB) and Congress. Compiles current year programs and schedules of obligations and expenditures for submission to higher headquarters. Minimum Qualifications for the GS-11grade level: Specialized Experience: One year of specialized experience which includes assisting in the forecasting and budget formulation for future years AND analyzing and tracking budget execution for current year. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for the GS-12 grade level: Specialized Experience: One year of specialized experience which includes experience in budget and/or program management work that includes data analysis; forecasts and projections; AND developing financial plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. May be selected at any grade level announced with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties. The following incentives may be authorized: Student Loan Repayment, Advanced In-Hire, Relocation Incentive, Recruitment Incentive, and/or Advanced Leave Accrual. Salary range for Seattle, WA and Enumclaw, WA: $83,104 -$129,494. Salary Range for Oldtown, ID, Libby, MT and Bridgeport, WA: $73,939 - $115,213
