Summary You will serve as a Program Analyst GS-0343-11 in the Business Support Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK. Responsibilities You will be a subject matter expert for the Purchase Card Program in all the changing rules and regulations. You will apply analytical and evaluation methods and techniques to studies concerning efficiency and effectiveness of program operations. You will ensure compliance with program policies and maintain a pre-determined system of internal controls for preventing waste, fraud, or abuse. You will use analytical techniques and evaluation criteria in studies for improving program effectiveness and organizational productivity including statistics and management processes. You will check the status of existing invoices and pending payments, organize the work and create reports and presentations. Requirements Conditions of Employment Qualifications FOR GS - 11: Your resume must demonstrate at least one year of specialized experience performing Program Analyst work equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent management/ program analysis experience in the private or public sector applying a standardized knowledge management principles, policies, and procedures and a thorough knowledge of purchase card regulations, polices, procedures and practices to monitor and approve performance of the purchase card functions and the review and certification of written documents and records. I have experience contributing to the management, analysis, and evaluation of a government purchase card program within an organization. I assist in conducting research in support of Products and Services (P&S) supply programs and issues to provide analytic and evaluative assessments and facilitate activity level planning and execution of existing and emergent requirements, personnel, budget, research and supply programs and/or strategic initiatives. Examples of specialized experience may include: 1) Analyze purchase card purchases to ensure they are within established guidelines and in compliance with all levels of polices ; 2) Utilize a system of internal controls to prevent fraud, waste, and other misuse of funds related to purchase card usage; 3) Conduct studies of government purchase card use in order to make recommendations to improve efficiency and productivity of procurements; 4) Prepare invoices, certify payments and assist vendors; 5) Provide basic resource allocation assistance and supply program advice to Process Leads developing manpower and budget phasing plans; and 6) Use analytic and evaluative methods and techniques to identify and appropriately align command efforts to products and services. For GS - 09: Your resume must demonstrate at least one year of specialized experience performing Program Analyst work equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent management/program analysis experience in the private or public sector applying a standardized knowledge management principles, policies, and procedures and analytical and evaluative methods and techniques for the identification, consideration and resolution of operational and or administrative practices and procedures. I have experience applying a knowledge of purchase card regulations, polices, procedures and practices to make purchases using the Government Purchase Card to procure supplies, services and equipment, including certification of documentation and record keeping. I use analytic and evaluative methods and techniques to assist in identifying and appropriately aligning command efforts to supply programs products and services to ensure effectiveness and efficiency of operations. Examples of specialized experience may include; 1) Reconcile monthly purchase card statements, certifying receipts for payment for materials and services ensuring that purchases are within established guidelines and in compliance with all levels of policies; 2) Utilize a system of internal controls to prevent fraud, waste, and other misuse of funds related to purchase card usage; 3) Prepare invoices, certify payments and assist vendors; 4) Maintain purchase and procurement files and evaluate the operating procedures in order to make recommendations for improvement in the procurement process and procedure; 5) Participate in studies of the use of government purchase cards in order to make recommendations to improve efficiency and productivity of procurements made through the use of government purchase card; AND 6) Use analytic and evaluative methods and techniques to identify and appropriately align command efforts to products and services.
