Program Analyst
Summary You will serve as a Program Analyst in the Expeditionary Capabilities Branch (N85) of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will be the Expeditionary Subject Matter Expert (SME). You will be the USFF SME on capabilities and requirements specifically pertaining to Chemical, Biological, Radiological, and Nuclear Defense (CBRND) and Anti-Terrorism Force Protection (ATPF). You will have a strong working knowledge and provide support to N85 pertaining to: Amphibious Warfare (AMW), Mine Warfare (MIW), and Counter-Unmanned Air Systems (C-UAS). You will have a strong working knowledge and provide support to N85 pertaining to: Navy Explosive Ordinance Disposal (EOD), Naval Expeditionary Logistic Support Force (NAVELSF), Naval Construction Battalions and Military Sealift. You will work independently as the Fleet authority on CBRND and ATPF, and under the direct guidance and support of N85 Branch Head on AMW, MIW, ATPF, C-UAS, EOD, NAVELSF, Naval Construction Battalions, and Military Sea Lift issues. You will be responsible for identifying, developing, articulating and justifying Expeditionary Warfare required capabilities to ensure Directorate responsibilities including assigned analyses, studies and tasks. You will represent USFF and Navy equities in Integrated Process Teams, Cross Functional Teams, Working Groups and other forums during VTCs and TELCONs with echelons 3 and above at the 0-5/6 and GS-14/15 level. You will conduct review, analyze, and comment on all Expeditionary Warfare related Initial Capability Documents (ICD), Capability Development Documents (CDD), and Capability Production Documents (CPDs). You will validate review inputs of same from all Fleet commanders, TYCOMs, and numbered Fleets. You will articulate the Fleet position and operational needs (ONS), Urgent Operational Needs (UONS) and Joint Urgent Operational Needs (JUONS) for the Director, N8/N9, and subsequent submission to the OPNAV Staff. You will coordinate and interface with high level stakeholders to develop Fleet assessment, to include risk analysis and operation analysis. You will perform expeditionary Warfare capabilities and gaps in support of the Navy Planning, Programming, Budgeting and Execution (PPBE) process. You will provide recommendations for development and transition of new Expeditionary capabilities as well as recommendations on correcting potential Fleet shortfalls. You will perform other duties as assigned to support N8/N9 and whole of staff daily battle rhythm events and attends directorate meetings, VTCs, TELCONS as required. You will provide technical advice and review to inform Integrated Warfare Capabilities Branch (USFF N80) products, to facilitate decision making POM briefings to N8/N9 and Commander USFF. You will collaborate with high level stakeholders to provide recommendations for the integration and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) wholeness solutions Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as subject matter expert in capabilities and requirements for Chemical, Biological, Radiological and Nuclear Defense. Experience as subject matter expert in capabilities and requirements for Anti-Terrorism Force protection. Experience and strong working knowledge of Amphibious Warfare, Mine warfare, Counter-Unmanned Air Systems, the Navy Explosive Ordinance Disposal, Naval Expeditionary Logistics Support Force and Naval Construction Battalions and Military Sealift. Experience working independently with direct accountability on assigned portfolios. Experience representing equities and collaborating successfully with multiple stakeholders in Integrated Process Teams, Cross Functional Teams, working groups and other forums during VTCs and TELCONs at the O5/6 and GS-14/15 level to achieve team goals. Experience conducting reviews, analysis, and providing well-researched input on all Expeditionary Warfare related Initial Capability Documents, Capability Development Documents, and Capability Production Documents via Joint Capability Integration and Development review process. Experience briefing, coordinating and interfacing with Flag officer and Senior Executive Service (SES) to develop Fleet assessments, to include risk analysis, interoperability risks, Expeditionary Warfare capabilities and gaps in support of Navy Planning, Programming, Budgeting, and Execution. Experience collaborating with high level stakeholders to provide recommendations for integration and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy wholeness solutions to new and modernized programs.
