The primary purpose of this position is to serve as a technical expert and/or representative to the base for real property systems and real property installed equipment. Responsibilities Serves as project lead/technical expert for real property systems and real property installed equipment, conducting process studies and initiatives related to operations and maintenance of Civil Engineer systems. As technical expert, reviews and evaluates operations, and maintenance of real property systems by interpreting data, preventative maintenance plans, and operational scenarios for consistency and logic, to improve operational efficiencies. Provides complex management support services for Interrelated operations. Advises commanders, supervisors, and managers on CE operational issues, including those organizations that have a wide range or professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience such as determining what actions need to be taken, and making specific recommendations to management and/or contract personnel; Developing the overall long-term plan for the development of major and minor real property construction; Analyzing various data and emerging trends to detect and/or predict potentially significant trends that may adversely impact real property systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, program directives, and policies of Base Civil Engineer activities and environmental issues related to the operation, installation, inspection, maintenance, and repair of real property systems and real property installed equipment. 2. Knowledge, skill, and ability to interpret and apply complex regulations, methods, operating procedures, and policies used to develop program guidance and conduct program analysis and special studies pertaining to real property systems. 3. Ability to select, evaluate, adapt precendents, and modify procedure and criteria using policy and directives related to mechanical concepts. 4. Skill in providing technical advice in terms of oral and written briefings, reports and recommendations to managers and production personnel. 5. Skill in gathering, assembling, and analyzing facts, drawing conclusions; devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports. 6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
