Summary This position directly supports the acquisition workforce 51% or more of the time. (Reference: AcqDemo Operating Guide and DoDI 5000.66) This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as planner, analyst, and advisor to top agency management on a variety of program-, technical-, and business-related issues which have significant mission impact. Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: Serve as an Alternate Lead Defense Travel System Administrator (LDTA) for the Defense Travel System (DTS) and as an Alternate Component Program Manager for the Government Travel Charge Card (GTCC). Serve as a Subject Matter Expert for the Travel Office Help Desk and Centralized Approving Officials. Provide system maintenance to ensure accuracy; assist in resolving hardware problems; provide training for new users, assist in maintaining lines of accounting; ensure all travel and credit card information remains current and accurate; track debt management. Serve as a POC for the Agency Centrally Billed Account (CBA) performing timely, accurate processing, reconciliation and preparation of monthly invoices for the traditional and DTS CBA. Perform the quarterly GTCC rebate process with DFAS. Understand the DAI structure and how it is structured in DTS, with the ability to conduct analysis and resolve system performance issues between DTS and DAI. Design and conduct studies and analyses of program plans, program alternatives in support of strategic plans and goals, program and Agency policies, program execution results, technical reports, and cost estimates with a view toward reducing risks, assuring program health, improving program and business operations, and ensuring near and far term budget sufficiency. Plan, analyze and advise top management on a variety of program, technical and business related issues that have a significant mission impact. Design and conduct various studies and analyses of program plans in support of agency strategic plans and goals. Provide input in policies and processes in concert with other senior agency personnel which support and influence agency program, management and decision making. Assist in the design and conduct independent assessments of Program Objective Memorandum, budget plans and alternatives to identify issues and problems. Requirements Conditions of Employment Qualifications You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience with travel administration and travel card program management. Experience applying concepts, principles, practices, laws and regulations governing a travel system, performing analysis of travel expenses in comparison to budget, developing and providing reports of that analysis. Experience identifying, reconciling, and managing travel debt. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information NH-03 Salary Ranges: Salary Ranges are the following unless statutory/regulatory rates prevail Schriever AFB, CO Location: $90,961 to $140,616 (includes 20.15% locality) Redstone Arsenal, AL Location: $92,293 to $142,676 (includes 21.91% locality) Fort Belvoir, VA and/or Dahlgren Location: $101,401-$156,755 (includes 33.94% locality) Other Notes: FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.
