Summary About the Position: The incumbent works under the general direction of the Chief, Operations Division, Military Postal Service Agency (MPSA), located in Arlington, VA. Responsibilities Serve as a liaison for Military Postal Service Agency (MPSA) and maintains ongoing coordination with representatives, commands, and other agencies. Inform the division chief of operational issues that may impact the Military Postal Service (MPS). Complete all assigned functions and responsibilities with little direction to ensure the accomplishment of goals of the Division Chief. Coordinate USPS and General Services Administration (GSA)Logistics purchase agreements. Ensure accurate and timely processing and reporting of MPS financial transactions to the USPS. Review, analyze, process, and monitor claims made by USPS against DoD, identifies trends, and develops processes and procedures to reduce DoD postal offenses and USPS claims. Create, manage and interpret USPS and DoD postal audits and inspections policies and procedures. Specialized Experience: One year of specialized experience which includes analyzing policy and procedure changes, government reports, staff studies, and/or special action papers; reviewing audits to identify operational discrepancies, such as: USPS publication changes and issues with stamp shipments; developing guidance that requires policy or legal analysis of military postal issues; and performing administrative procedures related to retail postal operations, such as: claims, inquiries, audits, inspections, publications, and handbooks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Data Analysis Oral Communication Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
