Summary About the Position: This position is part of the Reemployed Annuitant Program. Employees occupying these positions provide emergency support to disaster-strickenareas throughout the U. S. Employees in support of the FEMA. This is a term position NTE 13 months. Responsibilities Serves as expert planner, analyst, and advisor to agency management on program issues for key agency programs. Directs/conducts cost comparison/benefit studies of current or projected programs. Assists the organization with programming, analysis, and control of funds; evaluates program planning and execution, identifying actual or potential problem areas. Provides support and advice on reallocation of funds and funding levels due to changes in workload and/or mission. Analyzes authorization and appropriations legislation for impact on assigned programs or funds. Maintains surveillance over emergency contract mission operations. Performs a variety of clerical and administrative duties which are auxiliary to the Response/Recovery work. Prepares FEMA damage survey reports; completes attachments, including photos, estimates, sketches, measurements, invoices and similar documents. C Gathers data on each specific site to determine the damage that occurred relative to the specific disaster declaration. Obtains photos, prepares sketches of the damage, and develops estimates to repair/replace damaged site. Specialized Experience: One year of specialized experience which includes utilizing qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems, developing operational guidance for subordinate activities and participates with management in long-range planning; preparing a multitude of specialized budget summary reports for submission; maintaining surveillance over emergency contract mission operations; establishing priorities and making critical, time sensitive judgments for use of resources to save human lives.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Capacity Management Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Position may be filled as a Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
