For more information please see: AcqDemo This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS). Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-4 some of your typical work assignments may include: Expertly advises the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS). Ensures that BMDS program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies. Assesses, manages, and eliminates risk related to program cost, schedule, and performance. Manages and oversees a wide variety of functions that provide support to heads of program elements, and other agency functions. Develops and adjusts workload priorities, policies, and processes in the area of response to !askers and other executive communication, manpower, budgeting and resource accountability, and other special projects and programs. Researches, coordinates, plans and briefs actions in support of the MDA's objectives, goals and vision. Researches, analyzes, and participates in drafting and reviewing comprehensive reports to Congress, and prepares, reviews, and documents draft testimony and responses to Congressional or external inquiries. Serves as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs. Compares actual program developments against approved plans and baselines to identify potential and actual problems. Executes baseline remedial and preventive actions, and reports findings and recommendations to leadership. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience developing acquisition strategies and recommending courses of action to maintain cost and schedule requirements. OR Developing and conducting management reviews, decisions, and information briefings related to policy, planning and assessments. OR Researching, analyzing, drafting and reviewing comprehensive reports and preparing, reviewing, and documenting responses to external inquiries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
