Program Analyst
Summary About the Position: Serves as a senior program analyst and a technical programmatic expert with responsibility for the entire budget/programming process utilizing the current project management database and the full range of procedural and technical duties involved in the program formulation, presentation, and execution phases for all projects under assigned program/appropriations. Responsibilities Coordinates and works closely with technical project managers relative to the preparation, review and submission of a wide variety of program schedules, resource plans, and analysis of other data relating to the civil works programs. As program coordinator, is responsible for preparing correspondence to district elements and to higher authority to assure consistency relative to format, due dates, and budgetary/appropriation/regulatory policies. Gathers and monitors data from various elements of the district concerning obligations and expenditures, contracts and task orders, and work in kind and reimbursement requests. Maintains records and monitors the progress of the Planning, Engineering, and Construction efforts for assigned project work and prepares reports reflecting monthly status of funds for distribution to responsible personnel. Prepares and presents financial status of programs in formal settings including program authority and appropriation status, funding actions and work in kind and reimbursement approvals. Specialized Experience: One year of specialized experience which includes 1) handling budget/programing dissemination for civil works projects; AND 2) thorough and extensive knowledge reviewing and/or updating project programming schedules and budgets through the automated information and reporting databases; AND 3) presenting financial information to internal and external customers in formal settings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Decision Making Information Management Oral Communication Technical Competence Time in Grade Requirement: Time-In-Grade requirement must be met by the closing date of this announcement. Applicants who have held a General Schedule (GS) Position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade, GS-11 for GS-12 (or equivalent). With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
