PROGRAM ANALYST
Summary You will serve as a Program Analyst in the Office of Strategy and Future Requirements of Headquarters, Naval District Washington (NDW). Responsibilities You will plan studies to design and improve program management systems. You will analyze manpower and personnel operating procedures requirements to identify problems. You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements. You will create a written plan of action to document continuous process improvement initiatives. You will evaluate performance measures to develop process improvement recommendations. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Analyzing issues and conducting studies concerning the effectiveness and efficiency of program operations, substantive administrative support functions (supply, budget, procurement, personnel), and organizational structures; 2) Collecting and tracking performance measures and data sets to identify and reduce barriers to meeting program objectives; and 3) Preparing reports and providing briefing on findings and recommendations of studies and analyzes. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: (1) Data collection from various sources (i.e. data sets, references, policies) to analyze resourcing and allocation efficiency 2) Provide policy interpretation to ensure alignment of resource allocation and guidance to command directives. 3) Provide program analysis to management for improvement of programs.
