Summary DCSA Field Operations Directorate is looking for Program Analyst (Action Officer) to assist with a multi-year transformation that includes a significant expansion of preceding Agencies' authorities and responsibilities. You will provide valuable input and analysis to field leaders and stakeholders by using objective based information and analysis that will enable or elevate risk-based decisions on a plethora of Field Operations activities. Responsibilities This position is located at the Mid-Atlantic Region Headquarters in Alexandria, VA and reports to the Deputy Regional Director for Mission Support & Performance. As a Program Analyst (Action Officer) you will be responsible for collecting and shaping information, coordinating, tracking, and completing assigned tasks and projects. - Execute the action process for directed tasks to include receiving, recording, tracking, coordination, and distribution of information. - Analyze and evaluate the effectiveness of operations in meeting established goals and objectives. - Research performance data and conduct statistical/trend analyses that integrate historical data and objective feedback. - Author executive-level correspondence that ensures consistency with organizational strategic objectives and conveys an in-depth knowledge and understanding of issues, policies, programs, and procedures. - Participate in comprehensive surveys, studies, and reviews of activities to determine adequacy in meeting regional and/or directorate goals. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Executing the action process for directed tasks to include receiving, recording, and tracking of tasks and action items, distributing items and information to the appropriate personnel, and coordinating responses with multiple internal and external offices. Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of programs in meeting established goals and objectives. Authoring, consolidating, coordinating, and editing executive-level correspondence. Utilizing research, data collection methods, and statistical/trend analysis to provide objective feedback to assist leaders with assessing program performance. Participating in comprehensive surveys, studies, and reviews of activities to determine adequacy in meeting field office, regional, and agency requirements. Organizational Awareness Education Substitution of education may not be used in lieu of specialized experience for this grade level.
