Formed in 2017 to serve federal and commercial customers, CABS is 8(a) certified and has grown quickly into a leader in the federal IT and Training environment. The Program Analyst Journeyman shall provide project and budgeting support for the Naval Air Warfare Center Training Systems Division. Responsibilities Applies analytic techniques in the evaluation of program/project objectives. Perform management, technical, or business case analyses. Track program/project status and schedules. Apply government-instituted processes for documentation, change control management, and data management. Analyze program systems, operations, processes, and procedures to identify areas of potential improvement. Designs and produces reports on project progress. Assists program managers with tracking tasks, deliverables, schedules, and budgets. Recommend ad hoc and continued improvements in service to incorporate best practices. Help clients maintain a forward-looking presence and readiness by participating in audits, program reviews, and process improvement. Assist with developing operational strategy and the recognition of trends. Assist with research and material procurement actions. Complete annual Chenega and DoD required training as required. Record labor hours daily in the company’s timekeeping system as required. Travel up to 10%. Other duties as assigned. Qualifications High School Diploma or GED equivalent required. Bachelor's degree preferred. 3+ years of experience in field management related to education and training or in a related area. Must be a U.S. Citizen. Background check required with the ability to obtain a Secret Clearance. Knowledge, Skills, and Abilities: Command of project management concepts. Familiar with a variety of the field’s concepts, practices, and procedures. Ability to work with a cross-functional team composed of information technology, human resources and/or training and education specialists, and management professionals. Proficiency in financial software and Microsoft Office Suite. Strong analytical and problem-solving skills. Excellent written and verbal communication skills. Must have extensive knowledge, skills, and abilities utilizing Microsoft Office products to include Microsoft Outlook, Excel, and Word programs. Maintain a high level of integrity. Ability to multi-task in a high-stress, performance-based environment. Ability to meet established deadlines. Ability to attend all customer in-person meetings and conferences as requested. Ability to communicate with others effectively both orally and in writing. Ability to travel up to 10%.
